More rape cases appeared on the rolls of KwaZulu-Natal courts over the past year than any other province, according to figures provided by Justice and Constitutional Development Minister Jeff Radebe on Thursday. In a written reply to a parliamentary question, he said a total of 39 946 new rape cases appeared on the rolls of magistrate's courts in all nine provinces between July 1 2008 and the end of June this year. This averages out to over 780 new cases nationally each working day. Radebe said the total figure was obtained from his department's integrated case management system. The same source shows the conviction rate over this 12-month period was less than 11% of the total. "In respect of convictions, there are approximately 4 244 finalised cases, or people who have been found guilty and convicted for rape." Radebe said he was not able to put a figure on the total number of people arrested for rape, and referred this part of the question -- posed by an African National Congress MP -- to the SA Police Service. "In respect of arrested persons, the [department] does not keep such records and is unable to provide information in this regard." According to his reply, almost a fifth of the rape cases were in KwaZulu-Natal. "Over the last year, the highest numbers of rape matters appearing in courts were in KwaZulu-Natal, which enrolled 7 278 cases, followed by Western Cape, which enrolled 6 411. Northern Cape enrolled the least number of cases at 1 462." Radebe said a breakdown of the cases by age showed the majority of rapes were perpetrated by young adults, aged 21 to 30. we must start to teach our fellow South African especially in that part of SA(KZN,WC...) bcuz to them women are seen as solution to their sexual problems with no respect to women, arts and culture must be involved to run campaigns that will teach our fellow brothers that we must protect women, meaning heavy penalities must be enforce to sculp down those offenders, shame on you brothers who are caught in such act 'idiots'...

I would be interested in having these figures proportional to the population of the province. That would paint a clear indication on whether KZN does have a crisis or not. This isn’t in anyway an attempt to try and absolve KZN of its terrible statistic but to try and determine a trend, if one exist. It will also help in having a defined mission of what steps will be taken in order to reach that vision of ridding the province and country of sexual offenders! I am a Durbanite and it is appalling to learn that our women population live in a lion’s den, no, make that a ‘predator’s’ den!!

Nearly 40 thousand REPORTED rape cases and ONLY 12% percent (4,800) conviction rate.WE HAVE GOT THE BEST POLICE & JUDICIAL IN THE WORLD.KwaZulu Natal,"which enrolled 7 278 cases", same place that gave us Commissioner 'Cowboy' Cwele.Looks like he was doing a very good job there to warrant a promotion.
How many of these animals are repeat offenders? Do we have a register for rapist in this country? How many cases go unreported?

The problem is bigger than it seems because most rapee's do not report the crime.

"With regards to the National Sexual Offences Register, the DA understands that it is ‘operational’ with phase I complete, but that phase II is incomplete. Phase I deals with records of current convictions but phase II, which deals with past convictions, will only be completed within 18-24 months according to the Department of Justice because they are waiting on updated information from the South African Police Service. The National Register for Sex Offenders was due to become operational at the end of 2008; then, due to delays at the Justice Department, the legislation was amended to set the date back to 30 June 2009.
